Good Neighbor Program
The Good Neighbor Program provides tuition assistance to students from other nations of the Western (American) Hemisphere, (other than Cuba and the United States) to pursue higher education in the State of Texas.
At Dallas College, the Good Neighbor Exemption is administered by the Financial Aid and Scholarships Office, as directed by the Texas High Education Coordinating Board (THECB).
This program exempts the student from the payment of tuition only for one year (fall, spring, and summer). Selected recipients are responsible for paying fees and other expenses.
This is a twelve-month waiver and is limited only to Texas public colleges and universities.
ELIGIBILITY REQUIREMENTS
- Be a native-born citizen and resident of an eligible country
- Intend to return to the eligible country to live after completing the program of study.
- Have resided in the Western (American) Hemisphere for at least five years.
- Not be a member of the communist party.
- Demonstrate scholastic qualifications for admission to the nominating institution.
- Be registered for Selective Service or be exempt.
- Be selected by the THECB for a tuition exemption based on the institution’s recommendation.
- Applicants must be admitted to a Dallas College degree program, eligible to enroll at Dallas College, and must maintain Satisfactory Academic Progress (SAP) requirements.
Complete application must be received by February 1 to be considered for the following academic year.
Academically talented students from these countries are encouraged to pursue higher education in the state of Texas, thus establishing beneficial relationships between the state of Texas and the students’ home countries:

PROCESS
- Scholarship applications may only be received during the application period and must be received by the deadline of February 1.
- All scholarship applications will be reviewed to determine eligibility.
- The Good Neighbor Scholarships (GNP) committee will assign priority numbers to all eligible applicants, so that if all applicants cannot receive scholarships the Texas Higher Education Coordinating Board (THECB) will know which applicants are given the highest priority. Priority numbers will primarily be based on the academic credentials of eligible applicants.
- Dallas College Scholarship Office will submit Good Neighbor Scholarship (GNS) recommendations to the THECB. From the pool of valid applications submitted, the THECB shall select the applicants who will receive the scholarship.
- Applicants will be notified when they are selected/not selected to receive the scholarship in late spring or summer by the Dallas College Scholarship Office through your Dallas College student email.
- Award
- Payment of tuition only for one year beginning with the fall 2026 semester. Recipients are responsible for fees and other expenses.
